MINUTES
DARIEN POLICE COMMISSION
SPECIAL MEETING
JUNE 23, 2010
 
 
1.         CALL TO ORDER
 
The 2,208th meeting of the Darien Police Commission was held on the above mentioned date at Police Headquarters. Commissioner Johnson, Commissioner Harrel, Chief Lovello, Capt. Pavia, Lt. Anderson, Sgt. Johnson, and Jan Lesko (Commission Recording Secretary) were present. Commissioner Santarella was absent due to illness.  The meeting was called to order at 5:00 PM. 
 
2.         APPROVAL OF MINUTES
 
Commissioner Harrel motioned to approve the minutes of the meeting held on June 1, 2010, seconded by Commissioner Johnson. All were in favor. The time was 5:03 PM. 
 
3.         DEPARTMENT ACTIVITY
 
a.             The Detective Bureau is investigating a theft which occurred at Stop & Shop on Heights Road.
 
b.            A solicitor with a lengthy criminal history was arrested this week. The Department is taking steps to increase public awareness as regards solicitors/peddlers.
 
c.             Chief Lovello met with the new superintendent of Darien public schools who expressed interest in developing a good working relationship with the Darien Police Department.
 
d.            The license plate reader (LPR) has been identifying vehicles with several outstanding parking tickets, resulting in payment of delinquent tickets.
 
4.         CORRESPONDENCE
 
a.     Certificates of Appreciation from MADD (Mothers Against Drunk Driving) were received for the following officers: Nick Aranzullo, Patrick Clohessy, Thomas Moore, Derek Mulcahy, and Edwin Vigil. The Police Commission recognized the efforts of these officers and thanks them for their good work.
 
5.         OLD BUSINESS
 
Police Department Building Project
 
Chief Lovello advised that he received notice from Planning and Zoning that the building project permit has been extended.
    
6.         NEW BUSINESS
 
Traffic Issues
 
Grove Street/Day Street –Lt. Anderson advised that a stop sign is needed at the intersection of Grove Street and Day Street due to the paved roadway and increased traffic. Commissioner Johnson motioned to approve the installation of a stop sign at the intersection of Grove Street and Day Street, seconded by Commissioner Harrel. All were in favor. The time was 5:20 PM. 
 
Holly Lane/Libby Lane –Lt. Anderson recommended that stop signs be installed on Holly Lane and Libby Lane where they intersect with Middlesex Road.   Commissioner Harrel motioned to approve the installation of a stop sign at the intersection of Holly Lane and Middlesex Road, and the installation of a stop sign at the intersection of Libby Lane and Middlesex Road, seconded by Commissioner Johnson. All were in favor. The time was 5:25 PM.
 
Holmes Avenue at Holmes Court – Lt. Anderson addressed the parking issues in the area of Holmes Avenue and Holmes Court. Numerous complaints have been received regarding vehicles parking near or at the intersection, causing a traffic hazard. Lt. Anderson recommended that “No Parking” signs be installed at the intersection to reinforce the prohibition of parking within 25 feet of an intersection or stop sign. He also reported that when vehicles are parked on both sides of the street, the area becomes congested and motorists must weave from one side to the other. Commissioner Johnson motioned to approve the installation of “No Parking” signs at the intersection of Holmes Avenue and Holmes Court, seconded by Commissioner Harrel. All were in favor. The time was 5:32 PM.
 
False Alarm Fund
 
Chief Lovello requested funds of up to $200 from the false alarm account to reimburse officers for the purchase of uniform pins for the Honor Guard. Commissioner Harrel motioned to approve the use of up to $200 to reimburse officers for the purchase of uniform pins for the Honor Guard, seconded by Commissioner Johnson. All were in favor. The time was 5:35 PM.
 
Chief Lovello requested funds not to exceed $2650 from the false alarm account for the purpose of purchasing a treadmill for the Department’s exercise room. Chief Lovello noted that the current treadmill has worn out and a commercial grade treadmill with a substantial law enforcement discount is available from a fitness firm in Norwalk. Commissioner Johnson motioned to approve the use of up to $2650 for the purchase of one commercial grade treadmill, seconded by Commissioner Harrel. All were in favor. The time was 5:43 PM.
 
Personnel Status Update
 
Chief Lovello advised that the following officers are currently off duty: Lt. Krois, Officer Delvecchio, Officer Gelineau, Lt. Bussell, and Officer DiIorio.
 
7.         ADJOURNMENT
 
There being no other business to be considered, Commissioner Johnson motioned to adjourn, seconded by Commissioner Harrel.   All were in favor. The time was 5:50 PM.
